Answer
No. The serial number and hardware Locking ID are only needed to activate the software licenses.
For example, you can order a batch of licenses under a single entitlement that are not associated with any Q-SYS Core until the time of activation. At that point you will assign a specific license from your entitlement to a Core using the hardware Locking ID.
